PSA VIDEO REQUIREMENTS

 

  1. PSA must be 30 seconds long and must fall under the “Do You Know What to Throw” theme with attention to the top nine (9) unacceptable contaminants. PSA may be produced and submitted by an individual student or a group of up to two (2) students per entry. There is no limit to the number of entries an individual student or student group may enter.
  2. Each 30 second PSA must contain a five (5) second title slate in the beginning stating the title of the PSA, student(s) name(s), school name, and student(s) grade(s). The slate must match the information given on the entry form. Please use plain white text on a black background with no animation or music.
  3. The five second slate DOES NOT count towards the 30 second PSA. Total time including slate and PSA should be 35 seconds.
  4. A release form is required for all students under the age of 18 years appearing on camera. A standard release form is required for all adults, 18 years and older, appearing on camera.
  5. All video and music contained in the PSA must be original and copyright/royalty free. Otherwise, written permission from copyright holder granting use of the video footage or music is required and must be submitted with your entry.  (Example: a song by Ariana Grande is not permitted unless you get written permission from her legal offices).
  6. PSA must not advertise, promote or in any way showcase any commercial product or property (product placement). NO LOGOS except for the ESD, Know What to Throw, and City of El Paso logos. City 15 is a government access TV channel and including video and/or audio of any commercial product or property would be a violation of City 15’s rules of operation. Any PSA containing such video or audio references will be disqualified.
  7. PSA must be produced solely by the students with only the guidance of a teacher or supervisor.
  8.  All videos submitted will become property of the City of El Paso.

Final PSA must be turned in on one of the following formats: QuickTime (.mov) or AVI (.avi). Please submit video in full high quality resolution and NOT compressed for the web or mobile device. Please use link below to turn in entry by 5 p.m. on March 20, 2020.
